Space Time Events

In the Face Book group:
someone posted an article about a new controversial cosmology theory.
My comment:

I am not surprised this is a controversial theory. It includes: "after an event occurs it is still in space time. We are not located at a single time."
We currently measure time by counting oscillations of a caesim-133 atom. If I record an event for my location at the current time somehow this event remains in space time? "What???" When I record that event for my current position then supposedly I am not located at that single count in time but rather I am in the past and future simultaneously. What happened to that count of the atomic clock? This conjecture makes absolutely no sense to me.
